YOUR PHONE CALLS ARE NEEDED NOW!
Wednesday, April 8, 2026

Dear CHARM Supporter,
This is the last week to advocate for HOA and Condo Association reform in your state legislature as the 2026 session CLOSES ON Monday, April 13.
We need your urgent help to advocate for Maryland Common Community Homeowners, and we have a real chance to do so NOW!
Please email or call NOW the Chair and Vice Chair of the Senate Judicial Proceedings Committee and tell them that you support HB402, which would create a state-level Oversight Division for condo and HOA matters. Your calls are necessary today!
Chair, Senator William C. Smith, Jr., 410-841-3623, will.smith@senate.state.md.us
Vice Chair, Senator Jeff Waldstreicher, 410-841-3137, jeff.waldstreicher@senate.maryland.gov
Please feel free to use the phone script below.
I have already submitted CHARM Maryland's appeal as president of this organization. Please amplify the message! Show that many homeowners are watching! Thank you for standing up for fair and affordable housing – in condo and HOA communities – in Maryland.
Sincerely,
Steven Sellers Lapham
President, CHARM Maryland
******* SUGGESTED SCRIPT FOR YOUR PHONE CALL OR EMAIL. ********** **
My name is ___________ and I live at ____________ in Maryland. I live in [an HOA or condo] community named _______.
I hope [Senator Smith / Waldstreicher] will ensure a FAVORABLE VOTE on HB402 “Common Ownership Communities – Oversight, Governing Document Database, and Local Commissions,” to get the bill out of the Judicial Proceedings Committee and onto the Senate floor for passage in these last few hours of the session.
A state-level Oversight Division is urgently needed to look out for homeowners’ interests in common ownership communities (COCs). An Oversight Division will serve an essential function by collecting information, reviewing complaints, centralizing collection of COC governing documents, and reporting regularly to the Maryland Legislature and general public.
We are counting on your leadership here. Thank you.
